low fps cs?

when i play cs i do all the stuff in the console (fps_max, developer 1,etc) and i get about 200 fps at the title screen but during gameplay i dont even get 30
it lags so much

Integrated graphics chip. There’s your problem. Not only do they suck because they are made for being inexpensive, rather than having any real performance, they use the system’s RAM, which is slower and far away through the system bus compared to the RAM on a real video card.
